Frank Gutierrez
FOUNDING BOARD PRESIDENT
Frank Gutierrez is the President of the Veteran Chamber of Commerce and the Veteran Assistance Commission of Cook County. A Marine Corps and Army Reserve veteran with five deployments, he serves on veteran-affairs councils, founded CTA’s VERG, and co-chairs the Union League Club’s Veterans Affairs Subcommittee.

Michael A. Salim
FOUNDING BOARD TREASURER
Michael A. Salim is the Treasurer of the Veterans Chamber of Commerce and Principal of the Accounting Office of Michael A. Salim, providing auditing, accounting, consulting, and tax services since 1995. He previously served as President of The Adventurers Club Foundation and Executive Director of the 47th Street Business Association.

Ruben Saavedra
BOARD MEMBER
Ruben Saavedra, MBA, is a U.S. Marine Corps veteran and longtime PepsiCo leader with more than 20 years of experience in customer management, community engagement, and multicultural business development. He is committed to expanding opportunities for veterans and underserved communities.

The title of Director Emeritus is an honorary designation awarded to distinguished former board members of the Veterans Chamber of Commerce who have demonstrated exceptional service, leadership, and dedication to our mission. This recognition is given as a sign of respect and appreciation for their contributions in shaping the Chamber’s growth and impact on the Veteran community.
Director Emeritus members may serve in an advisory capacity, providing valuable insights, mentorship, and continuity to our leadership team. While they no longer hold active decision-making roles, their guidance and historical knowledge help sustain the Chamber’s mission of empowering Veteran entrepreneurs and businesses.

Wayne Toberman
FOUNDING BOARD DIRECTOR EMERITUS
Wayne Toberman brings a wealth of leadership experience to the board, having served in multiple leadership capacities as a Lieutenant Colonel throughout the globe. He is an incorporator of the organization.
